In 2016, the state’s previous renewable portfolio standard (RPS) was amended by the Clean, Renewable and Efficient Energy Act. The new standard requires utilities to derive 15% of their retail energy from renewable resources by 2021. This goal is low compared to other states. In 2018, Michigan legislature passed an order that ended traditional net metering. Now, customers are billed through an “Inflow/Outflow” program.
