What rebates, solar tax credits and other solar incentives are available in Minnesota?
Net metering in Minnesota
Minnesota’s net metering law applies to all investor-owned utilities, municipal utilities, and electric cooperatives.
Each utility must compensate customers with systems less than 40 kW in size for net excess generation at the average retail utility energy rate. The average retail utility energy rate is equal to the total annual class revenue from sales of electricity minus the annual revenue resulting from fixed charges, divided by the annual class kWh sales.
Compensation for excess energy may take the form of an actual payment (i.e a check) or as a credit on the customer’s bill.
Renewable portfolio standard (RPS) and Minnesota Renewable Energy Credits (RECs)
Minnesota has a renewable portfolio standard (RPS) that requires utilities to generate 20% of their electricity from renewable resources by 2020, with that goal increasing to 25% of electricity to be generated from renewable sources by 2025.
The state’s RPS also requires a certain percentage of their renewable goal to be derived from solar power, and a certain percentage from solar power from solar systems with a capacity of 20 kW or less.
In order to meet their solar requirements, utilities must obtain RECs, which are credits that represent the environmental benefits of producing energy through renewable resources. A registered solar system produces 1 REC for every 1 megawatt hour (MWh) of solar electricity generated. In response, some utilities created rebate programs in which they will pay their solar customers a certain rate per kW of solar installed in exchange for the RECs their customers’ systems produce.

Xcel Energy’s Solar*Rewards Program
Customers of Xcel Energy can enroll in the Solar*Rewards program. Through this program, Xcel will pay its customers a rate of $0.07 per kWh of solar energy produced. In return, Xcel Energy retains the rights to all RECs the systems produce.
Tax exemptions
Minnesota offers two tax exemptions for solar systems: a sales tax exemption and a property tax exemption.
Under the property tax exemption for solar generating systems, 100% of the assessed value of the solar system is exempt from the homeowner’s property taxes.
The sales and use tax exemption prevents the addition of sales and use tax to machinery and equipment associated with a solar energy system.
City of Minneapolis Green Cost Share
For residents of the city of Minneapolis, there is a local incentive program called Green Cost Share. This program targets buildings in designated “Green Zones” or citizens participating in the “4d Naturally Occurring Affordable Housing Program”.
Rebates of up to $75,000 for commercial and multi-family buildings are available, and up to $100,000 is available using the “Solar Group Buy” option. Solar Group Buy is used when several single-family home owners participate in a solar purchase with an approved solar installer.
